Zone Captains: How it Works

On Labor Day 2020, the Almeda Fire ripped through Talent and Phoenix, Oregon, destroying thousands of homes and businesses and removing most of the affordable housing in the Rogue Valley as cleanly as if done with a scalpel. When the fire burned, it burned completely. Often there was nothing left—entire neighborhoods reduced to ash for seven miles.

Like a Phoenix, more resilient communities are now rising from these ashes. Borrowing from the successes of other fire-affected communities, FRC launched the Almeda Fire Zone Captains program as a strategic communications pipeline between fire-affected voices and those making decisions about the recovery. It has since become an integral part of our Valley’s recovery.

How the program works

It’s a simple idea with far-reaching implications: neighbors come together to make their needs known, share resources, and advocate for their communities to decision makers, in the process becoming key stakeholders in any discussion about the future of their communities. With public funding, our program is employing fire survivors to help us learn how to “do” recovery equitably, while meeting the needs of residents, businesses, and governments at the same time. Zone Captains are elevating individual and community desires in a process that has sped up the rebuild while reducing costs and overcoming countless recovery obstacles in our community.
